This roadmap acknowledges that the realization of a neutral state must allow the "heart work" of social reconciliation to pace the "head work" of treaty negotiation. By dividing the journey into three distinct phases, we honor the 100-year history of our solo path while providing a clear set of strategic benchmarks for a unified future.

The first phase is dedicated to cultivating the foundation through domestic consensus and Track II Diplomacy. This stage utilizes Nonviolent Communication to heal the internal trauma of the Unfinished War within the Korean diaspora and establishes non-military communication channels with regional neighbors to build perceived trust. As the process moves into the second phase of Structural Integration, the focus shifts toward the creation of shared economic and diplomatic structures. This includes the development of Neutral Trade Zones that link the Pacific to Eurasia, proving the tangible economic benefits of a non-aligned peninsula. The final phase of Formal Neutralization involves the legal recognition of Korea as a Sovereign Neutral State under international law. This culminates in replacing the 1953 Armistice with a comprehensive Peace Treaty guaranteed by the United Nations, finally realizing the mission of moving from a land defined by stalemate to a nation defined by Active Harmony.
