Overview: This is the English edition to be published in the USA. It is rewritten for the non-Korean readers, based on the Korean edition. Published in Korea by Time Wheels (도서출판 시간의 물레) in lightning speed just before the 2026 Lunar New Year's Day.

Our primary legal and diplomatic template is the Austrian State Treaty. This historical precedent demonstrates how a nation, once an occupied territory, can transition to a permanent state of sovereign neutrality through a multilateral agreement.

  • Multilateral Guarantee: Just as Austria’s status was recognized by the major powers of 1955, we seek a "7-Party Framework" to internationalize the stakes of Korean peace.

  • Sovereignty Transition: Proposing the replacement of the 1953 Armistice with a permanent, legally binding Neutrality Treaty.

2. Tech-Value Alliance Pilots

These pilots transition neutrality from a theoretical preference to a "global necessity" by leveraging Korea’s technological indispensability.

  • AI Sovereign Stack: Positioning Korea as the "AI Capital of Asia" to anchor global AI infrastructure in a stable, neutral zone.
  • The Green Energy Anchor: Using SMRs and offshore wind to turn the peninsula into a carbon-neutral industrial hub, making Korean stability a global energy requirement.

3. Advocacy & Research Track: 7-Party Framework Diplomacy

Note: This is currently a one-person initiative focused on strategic advocacy. The objective is to provide the KNI paradigm shift for Korean intellectuals and neutralization activists to grasp the full strategic picture and join the movement.

  • 1. Constructing the 7-Party Architecture: Researching a framework that brings together the two Koreas, the USA, China, Russia, Japan, and the EU.
  • 2. Adapting the "Austrian Model": Refining Engaged Neutrality in consultation with Prof. Heinz Gärtner and Prof. Pascal Lottaz.
  • 3. Track II Diplomatic Outreach: Acting as a bridge between high-level theory and real-world policy via policy briefs and the Neutrality Studies network.

By operating as a one-person initiative, the KNI maintains the agility to challenge the "19th-Century Great Game" logic directly. This "one-person track" serves as the intellectual catalyst intended to unify and mobilize the next generation of Korean thinkers and activists under a single, coherent K-Pivot strategy.

The K-Neutrality Initiative (KNI) is currently a one-person advocacy and research track, but the "2026 Danger Zone" requires a multi-generational intellectual response. We invite Korean thinkers, geopolitical researchers, and neutralization activists to move beyond passive observation and help build the foundation of Sovereign Indispensability.

 

1. Challenge the "Buffer Zone" Orthodoxy

For too long, the Korean intellectual tradition has been trapped in the logic of the "shatter zone"—the idea that our fate is determined solely by the friction between superpowers.

  • Research Need: We need new scholarship that explores how "Active Neutrality" can be institutionalized within the Korean legal and political system.
  • Objective: Replace "Dependent Uncertainty" with a framework where Korea acts as a self-assured, Active Stabilizer.

2. Flesh Out the "7-Party Framework"

While the 7-Party Framework is the KNI's current advocacy goal, it requires deep technical and diplomatic analysis.

  • Invitation: We seek specialists in international law and regional security to help refine the "Austrian Template" for the unique security environment of the Pacific.
  • The Goal: To present a united, intellectually rigorous front to global stakeholders in the USA, China, and the EU.

3. Innovate the "Tech-Value" Deterrent

Neutrality in the 21st century is not just a treaty; it is a technological reality.

  • Collaboration: We invite thinkers in AI, semiconductors, and green energy to help map out the "AI Sovereign Stack" and "Green Energy Anchor" pilots.
