1. Sovereign vs. Passive Neutrality
Definition: A proactive diplomatic status where the Korean Peninsula functions as a stabilizing pivot in Northeast Asia, independent of superpower polarization.
The Logic: Unlike passive withdrawal, this is a Sovereign Security Asset. It is strategically designed to transform the Peninsula from a "collision zone" for external powers into a robust "strategic buffer" that ensures regional stability.
2. The Swiss-Austrian Synthesis: A Dual Approach
To address the unique challenges of East Asia, the initiative adopts a sophisticated synthesis of two premier European models:
- The Swiss Aspect (Active Diplomacy): Drawing from the Swiss model, we emphasize "Active Neutrality". This involves proactive mediation and using the DMZ as a global hub for peace, ensuring the state remains a dynamic, indispensable diplomatic player.
- The Austrian Aspect (The Legal Shield): Utilizing the 1955 Austrian State Treaty as a template to evolve into a 21st-century legal architecture."
3. Active Neutrality as an Operational Mechanism
- Definition: A dynamic foreign policy approach that does not simply avoid conflict but actively shapes a peaceful environment through multilateral diplomacy and economic cooperation.
- Strategic Goal: To serve as a Strategic Blueprint—persuading the international community through cold logic while unifying national consensus through the shared aspiration of a "Permanently Neutral Korea".

- Strategic Outreach: KNI is currently engaging with global academic institutions and international policy experts to refine the Neutrality 2.0 framework as a co-existence technology.
